3. Internal fraud and red flags

Culture and tone from the top

Controls decide how easy fraud is. Culture decides how thinkable it is. An organisation's real attitude to honesty is set not by its policies but by what its people, especially its leaders, actually do.

Tone from the top

Staff calibrate their own behaviour against what they see above them. If senior people bend rules, inflate their own expenses, massage figures to hit a target, or treat controls as something for other people, they are teaching everyone else that the written standards are optional. Every rationalisation in the fraud triangle gets easier when the person can point upwards: if it's fine for them, it's fine for me.

Tone from the top also decides what happens to inconvenient truths. Leaders who react badly to bad news train people to hide problems, and hidden problems are the environment fraud grows in. Leaders who thank people for raising concerns, even concerns that turn out to be nothing, keep the information flowing.

Small dishonesty normalises large dishonesty

Cultures rarely jump straight to serious fraud. They drift. Padding an expense claim is tolerated, then backdating a document to help a deal along, then adjusting a number that will be corrected next quarter. Each step makes the next one thinkable. This is why apparently minor integrity issues are worth taking seriously: not because a taxi receipt matters in itself, but because of what tolerating it teaches.

Fair treatment reduces fraud

The pressure and rationalisation corners of the triangle are fed by grievance. People who feel cheated, underpaid, bullied, or passed over find it far easier to tell themselves the organisation owes them. Fair pay, honest management, and consistent treatment are not just good HR. They are fraud prevention.

What this means for you

You do not have to be a manager to shape culture. Declining to look the other way, raising concerns through proper channels, and refusing to treat small fiddles as a perk of the job all contribute. A workplace where honesty is normal and challenge is safe is the cheapest fraud control there is.
